(1) Death toll status of Influenza A H1N1 related cases reach 431

The death toll status of Influenza A H1N1 related cases has reached 431 in India. Till date 7540194 passengers are screened. Samples from 69870 persons have been tested for Influenza A H1N1 in Government Laboratories and a few private Laboratories across the country and 13232 (18.9%) of them have been found positive.

2) Lt. General (Retd) Vijay Madan appointed interlocutor for talks on Gorkhaland issue

Lt. General (Retd) Vijay Madan

3) K M Acharya to hold additional charge of Secretary Women & Child Development

The Appointments Committee of the Cabinet
has approved the appointment of K M Acharya, IAS (MP:74), Secretary, Ministry of Social Justice and Empowerment to hold additional charge of the post of Secretary, Ministry of Women and Child Development for a period of three months or until further orders, whichever is earlier.

4) NDA & Naval Academy Exam (I), 2010 to be held on April 18, 2010
The Union Public Service Commission
will hold the National Defence Academy and Naval Academy Examination (I), 2010 on April 18, 2010 for admission to Army, Navy and Air Force Wings of NDA for 125th Course and Naval Academy for 45th 10+2 (Executive Branch) Course commencing from December 30, 2010.

5) Curriculum change must take a comprehensive view of the country: Kapil Sibal
Kapil Sibal
while inaugurating a training programme on Continuous and Comprehensive Evaluation (CCE) for Master Trainers said Curriculum content is being looked at by the Government in order to make it more relevant for students. Questioning straight jacketed curricula and streams as at present, he said we must look at evolving curricula which helps people get jobs. But adding a note of caution, he said that any attempt at curriculum change must take a comprehensive view of the country, its different regions and socio economic groups. The HRD Minister also launched the CCE Logo and Slogan, CCE teacher’s manual, CCE Trainer’s Manual, a model CCE Card and School Report and a Helpline for teachers here on Friday. The Programme was also attended by Arvinder Singh Lovely, Minister of Education, Government of Delhi, Rakesh Mohan, Principal-Secretary Education, Delhi Government, S C Khuntia, Joint Secretary, Union Ministry of Human Resource Development and Vineet Joshi, Chairman and Secretary of CBSE.
The CCE Card and School Report is the Final Card to be issued at the end of Class X as well as model Report format for class IX/X. In order to provide post training back-up, a Toll Free Helpline has also been started for the Teachers. They can get their queries on CCE resolved by dialing at the toll free no. 1800 1 18 002. 6) I&B Entries invited for Bharatendu Harishchandra Awards
Publications Division, Ministry of Information and Broadcasting, has invited entries under Bharatendu Harishchandra Award scheme for the year 2007 and 2008 respectively. 7) Nation-wide survey to correctly assess rural demand of steel: Virbhadra Singh
The Steel Ministry has decided to launch a Nation-wide survey on rural steel consumption and demand to correctly assess the rural steel consumption. This survey will cover all the states and union territories covering nearly 300 districts and 1500 villages in the country. The survey conducted by the Joint Plant Committee (JPC) will reveal a true picture of steel consumption pattern and the potential demand, covering all socio-economic and geographical entities of the country.

Union Steel Minister Virbhadra Singh while inaugurating the Conference on ‘Diversifying and Enhancing Steel Consumption’ here on Friday said, “On basis of this survey, we will orient our strategy for an accelerated steel consumption growth in rural India, which will also be in concurrence with the government’s programme for a vibrant and developing ‘Gramin Bharat. The consumption of steel in rural areas remains quite low despite a modest rise in last 2-3 years.”

8) Labour Minister calls for comprehensive mechanism for occupational health surveillance in mines

The Ministry of Labour & Employment, instituted the National Safety Awards (Mines) in the year 1982-83 to recognize and encourage the exemplary performance for prevention of accidents in Mines. These awards were given away for the first time in the year 1984 for the contest years 1982 & 1983 and thereafter, regularly every year. The Award Scheme is operated by the Directorate General of Mines Safety (DGMS), Dhanbad.
Speaking on the occasion, Union Minister of Labour and Employment Mallikarjun Kharge said that in the previous year (calendar year 2008), we have achieved one of the lowest fatality rates of 0.26 per thousand persons of employment in coal mines while the corresponding figure for non-coal mines stands at 0.55. “However, we will have to go a long way to achieve the coveted goal of Zero harm in our mining industry,” the Minister added. Kharge emphasised that creation of a “Culture of prevention” across all employees of an organisation is critical for progress towards zero harm and added that a comprehensive approach, based on a culture of prevention, of all accidents, injuries and occupational diseases in mines needs to be adopted. Stating that safety is a fundamental right, the Minister said that production of minerals at a high cost especially in terms of human lives or human sufferings is not an acceptable proposition. Kharge said that there is an urgent need to formulate and implement a comprehensive mechanism for occupational health surveillance in mines.

Stating that mining has a large employment potential, employing more than a million persons directly, the Minister said that it should be our endeavour to ensure the safety and health of these workers who toil hard in this key sector, with continuous risk to themselves, to take the nation forward.

Echoing similar concerns the Minister of State for Labour & Employment Harish Rawat congratulated the awardees for their outstanding feat of promoting and maintaining highest standard of safety in mines. Rawat noted with satisfaction that the years 2007 & 2008 had recorded a very low rate of fatal and serious accidents in mines and added that the mine workers and there managements deserved to be commended for this. He, however, cautioned that there is no room for complacency and relentless efforts must be put in to make our mining industry one of the safest in the world.
On the occasion P C Chaturvedi, Secretary, Ministry of Labour & Employment informed that the Ministry undertakes various measures to ensure safe and healthy work environment for the mine workers which include legislative measures also. Chaturvedi also informed that the average number of fatality per year has come down from 264 during 1971-80, i.e. prior to institution of the Awards, to 110 during 2001-08 for coal mines. Corresponding figures for non-coal mines is 74 during 1971-80 to 69 during 2001-2008.

9) Railway minister announces ex-gratia payment for victims Thane Corporation’s ROB Mishap
In Maharashtra, two persons were killed and ten persons were injured when a 40 metre pre-stressed concrete girder of an under construction Rail Over Bridge (ROB) collapsed along with adjacent pipe line and fell down on a Kalyan bound K-37 EMU local train which was passing under it at that point of time on Mulund–Thane suburban route, near Thane (neighbouring district of Mumbai) this morning at 10.55 a.m. The dead included the driver of the ill fated local train. Injured have been admitted in the civil hospital in Thane. The Minister of Railways, Mamata Banerjee, in a special humanitarian gesture, has announced an ex-gratia payment to the victims of this unfortunate incident. She announced an ex-gratia payment of Rs. 5 lakh to the next kin of each of dead and Rs. 1 lakh each to those with grievous injuries and Rs. 10 thousand each to those with minor injuries

10) Government to facilitate seeds procurement Rabi production
The Government wishes to take no chances with the prospects of the Rabi season, as the Kharif production has been adversely affected due to drought conditions in many states. Hence it has made all arrangements to meet farmers requirement of quality seeds during the Rabi season. As against the estimated requirement of 138.15 lakh quintals, the government has made available 153.21 lakh quintal seed, which cover cereals, pulses and oilseeds.

11) Ministry of Environment and Forest workshop for developing Environmental Pollution Index
Ministry of Environment and Forest will be conducting a Workshop on Development of Environmental Pollution Index (EPI) for Identification and Assessment of Critically Polluted Areas on 24 October 09. The prime objectives of the workshop are to interpret the quality parameters used for representing the environmental health of the area(industrial industrial areas), in terms of air, water and soil quality.

EPI data helps in selecting and ranking the polluted area and proposes effective and efficient management plans to improve the environmental quality of the identified critically polluted areas.

12) MIG 27 aircraft crashed, pilot safe

One MiG 27 aircraft of IAF crashed near New Jalpaiguri about 16 Kms West of Hashimara airbase on 23 Oct 09 at about 1310 hrs. The Pilot, who got airborne for a routine flying training sortie, ejected safely. Though, no reported damage to any civil property or life took place, a Court of Inquiry has been ordered to investigate the cause of the accident.

13) Election commission announces schedule for legislative assembly elections in Jharkhand

The state of Jharkhand will now go to polls, post the election held in Haryana, Arunachal Pradesh and Maharastra.. As per the schedule released, the election commission polling will be held in five phases starting from 27 November to 18 December 09. The term of the Legislative Assembly of Jharkhand was normally due to expire on 09.03.2010.

The Government of India in the Ministry of Home Affairs has intimated that the Proclamation imposing President’s Rule under article 356 of the Constitution in the State of Jharkhand issued on 19th January 2009, keeping the State Assembly under suspended animation, which was subsequently extended up to 18th January 2010, cannot be extended further and will expire on 18th January, 2010. Accordingly, it has been requested that appropriate action for conducting early elections in the State may be taken so as to install a popular government before 18th January 2010.
In view of the position mentioned above and by virtue of its powers, duties and functions under Article 324 read with Article 172 (1) of Constitution and Section 15 of Representation of People Act, 1951, the Commission is required to hold the General Election to the Jharkhand Legislative Assembly well before 18th January 2010 so as to ensure installation of a popular government by the said date.

14) The first National Level Conference on “Meat and Poultry processing Industry in India- Potential and Challenges”: Ministry of Food Processing Industries.
National Meat and Poultry Processing Board under the aegis of Ministry of Food Processing Industries is organising the first National Level Conference on “Meat and Poultry processing Industry in India- Potential and Challenges” followed by Exhibition-cum-Training on 4th, 5th and 6th November, 2009.
Subodh Kant Sahai, Minister of Food Processing Industries will inaugurate the Conference. Exhibition of 50 participants of the meat/poultry sector consisting of small micro, medium and large sector industry will be displayed for three days. Films on meat/poultry sector, lectures from experts in this sector regarding slaughtering of animals, dressing, personal hygiene, vending, dispatch, capacity building, technology, quality issues, processing, packaging, R&D, cold chain and preservation of products will be discussed.

15) Centre will ensure coal supply for power projects in Rajasthan: Sriprakash Jaiswal
The Centre would ensure sufficient coal supply to power projects in Rajasthan. This was stated by Shri Sriprakash Jaiswal, Minister of State (Independent Charge) for Coal, Statistics and Programme Implementation, during interaction with the media after Rajasthan Chief Minister Shri Ashok Gehlot called on him thursay in New Delhi. “Rajasthan Government has demanded coal linkages to meet the shortage of coal for its proposed three power projects and we will fulfill the demand,” he said. The two projects with a combined capacity of 2640 MW will come up at Suratgarh and Chhabra under the public sector. The third one is proposed at tribal-dominated Banswara under the private sector. Shri Gehlot said that the state at present faces a shortage of 6 lakh MT of coal per annum for its existing power stations. The present coal linkages allocated by CEA for existing units of Kota TPS and Suratgarh TPS is 60 lakh MT and 66 lakh MT respectively for the year 2009-10. The State Government is also importing coal upto 8 lakh MT

16) Ministry of coal looking into allocation of more coal blocks to West Bengal
Sriprakash Jaiswal, Minister of State (Independent Charge) for Coal, Statistics and Programme Implementation, has said that his Ministry is looking into the demand of West Bengal Government for allocation of additional coal blocks. He was speaking to the media after West Bengal Chief Minister; Shri Buddhadeb Bhattacharjee met him in New Delhi on Thursday.
The demand of the State Government for allocation of 9 blocks to the West Bengal Mineral Development and Trading Corporation was discussed during the meeting. The coal blocks sought by West Bengal include Kunur, Sunuri, Lalganj, Nachan, Dharma, Kabitirtha, Deocha-Pachami, Dewanganj and Barjora South.

17) Dinsha Patel launches redesigned website of Ni-MSME
The 2nd Annual General Meeting and the 3rd Governing Council Meeting of Ni-MSME (National Institute for Micro, Small and Medium Enterprises), Hyderabad, a national level Entrepreneurship Development Institute under Ministry of MSME. Dinsha J Patel, Minister of State (Independent Charge) of Ministry of Micro, Small & Medium Enterprises presided over the meeting. Appreciating the work done by NiMSME in the field of entrepreneurship development, the Minister noted that Ni-MSME had trained more than 1.25 lakh Indian participants and more than 7000 executives of 127 countries since its inception. He praised the Institute for training 59% more participants during the year 2008-09 as compared to the year 2007-08. The Minister informed that the Prime Minister had set up a High level task force to look into the problems faced by MSMEs and he hoped that Government would be able to take important policy decisions on the basis of the report of the task force. He further stated that the Prime Minister had set up Skill Development Mission to train 500 million persons by 2022 under which the Ministry and its organisations, including NiMSME, would play an important role. On the occasion, the Minister also launched the redesigned website of Ni-MSME and hoped that it would help the entrepreneurs in making use of the services offered by NiMSME.

18) Core Group constituted by the Ministry of Corporate Affairs for convergence of Indian Accounting Standards with IFRSs favours applying the converged Accounting Standards in a phased manner instead of one single go
A meeting of the Core Group constituted by the Ministry of Corporate Affairs for convergence of Indian Accounting Standards with International Financial Reporting Standards ( IFRSs ) from the year 2011 was held on 15th October 2009 under the Chairmanship of R Bandyopadhyay, Secretary, Ministry of Corporate Affairs. The Group was of the opinion that in view of practical difficulties involved in implementing/ applying the converged Accounting Standards to all companies at one goes, it might be appropriate to apply the converged Accounting Standards in a phased manner. The Group expressed satisfaction at the progress made by the two Sub Groups as well as the initiatives taken by ICAI in respect of training, awareness and other capacity building measures. The Core Group is supported by two Sub-Groups set up in July, 2009. Sub-group-I, which is chaired by Y H Malegam, Chairman, NACAS and the Sub-Group-II, which is chaired by T V Mohandas Pai, Director, Infosys.
The Group desired that such initiatives like extensive training & awareness programmes and other capacity building measures for companies, professionals as well as regulators should be continued with increased momentum so that the convergence of Indian Accounting Standards with IFRSs is achieved smoothly and timely. The Group expressed confidence in the approach and process being followed on the matter and reiterated the commitment to converge with IFRSs by 2011.

19) Pilot project on seemless travel in golden triangle finally underway
In wake of the forthcoming Common Wealth Games and the persistent demand of the Ministry of Tourism, a pilot project on seamless travel will be undertaken by Ministry of Road Transport & Highways, on the golden triangle tourist circuit (Jaipur-Delhi-Agra) from 1st December 2009.
In a meeting held on Wednesday, 21 Oct 09, under the chairmanship of Brahm Dutt, Secretary, Ministry of Road Transport & Highways, that vehicles registered in one state would collect tax on behalf of the three other states lying on the circuit.
Delhi will collect tax on behalf of Rajasthan, Haryana and Uttar Pradesh. Likewise, Rajasthan and Uttar Pradesh would collect taxes for themselves and two other states and Haryana (which is on transit). This would prevent harassment and undue time delay faced by commercial tour operators. Tax would be collected a day or two in advance. A formatted sticker, designed by Ministry of Tourism, will be issued to the vehicles indicating the period for which the permit will be valid. The scheme would be valid only for the tour operators authorized by the Ministry of Tourism. Those misusing the permit would be de-registered by the Ministry of Tourism.

21) NHAI to identify 500 sites for providing wayside amenities
In a meeting held on Wednesday, 21 Oct 09, under the chairmanship of Brahm Dutt, Secretary, Ministry of Road Transport & Highways, it was decided that NHAI would identify 500 sites for providing wayside amenities to the travellers on its completed four/six laned sections. These wayside amenities would be developed on an approximate area of about 20,000 Sq meter (2Ha.) on a land to be given on lease by NHAI to the entrepreneur for a period of 15 years, extendable to the maximum period of 30 years, on the completed four/six laned sections at every 50 km (alternatively). The comprehensive wayside amenities would include parking lots, snack bar/ restaurant, toilets, rest rooms for short stay, first aid, telephone booths, petrol pump/ minor repair shops (optional), kiosks for sake of miscellaneous/ sundry items, landscaping and space for spreading awareness about various Government welfare programs. Meanwhile, NHAI has so far signed lease agreement with two petroleum companies for establishing, operating and maintaining wayside amenities. While agreement with Reliance Industries is for 2 locations in Gujarat, the same is for 8 locations with HPCL in the state of Rajasthan, Karnataka, Tamil Nadu, West Bengal and Andhra Pradesh. Out of these 8 locations, two wayside amenities on Jaipur Bypass Section of NH-8 in the state of Rajasthan have been completed and become operational. Also two wayside amenities on Ahmadabad Vadodra Expressway at KM 24 and KM 78 are being operated and maintained by Reliance Industries.
