Ministerial action on 3rd October 2009

1) MCA to take e-route to empowerment
Speaking at the 2009, All India Registrars of Companies Conference, Salman Khurshid, Minister for Corporate Affairs, said that the Ministry needs to be responsive to the institutional and socio-economic changes taking place in the global and Indian business environment where the field offices face a challenge of achieving a fine balance between the regulation, facilitation and development. He also urged the Ministry to develop capability for intensive use of information technology tools as aids for enforcement work where symptoms in the form of early alerts are carefully examined to check the maladies in the functioning of corporate entities.

On this occasion, R Bandyopadhyay, Secretary, Corporate Affairs, stated that while the field offices function as eyes and ears of the Ministry, they need to simultaneously assume the responsibility of being the arms and the face to the Ministry before a diverse set of stakeholders.

The Regional Directors and all the Registrars of Companies of the country attended the conference held on October 1, 2009

2) Rise in inflation to be comforted by downward trend in retail prices of edible oils at least in Delhi for the time being

Retail prices of major edible oils have shown a downward trend in Delhi in the last one month.
As per data collected by the Department of Consumer Affairs, the prices of groundnut oil have fallen by Rs 10 a kilo from Rs 112 a month back to Rs 102 on 29th September.
Prices of mustard oil have come down by Rs 9 per kilo in the same period, from Rs 70 a month back to Rs. 61 now.

Prices of vanaspati have fallen by Rs. 10 in a month, from Rs. 62 to Rs. 52 per kg.
Prices of edible oils and vanaspati have generally fallen in other major cities also in the last few.

3) India elected as Second Vice Chair of G-24 countries

The Intergovernmental Group of Twenty-Four on International Monetary Affairs and Development (G-24) in a meeting held at Istanbul on Saturday unanimously elected Pranab Mukherjee, Finance Minister, Government of India, as the Second Vice Chair. He would automatically become the 1st Vice Chair in 2010-11 and then in 1011-12 he would be the Chair of G 24 countries.

Till now Syria was the Chair, Brazil was the 1st Vice Chair and South Africa was the 2nd Vice Chair. So from now onwards the Chair (Brazil), 1st Vice Chair (South Africa) and India (2nd Vice Chair) would all be countries that form part of the IBSA group.

Pranab Mukherjee was also the Finance Minister in 1982-84 when India held the chair last time in G-24.
The Intergovernmental Group of Twenty-Four on International Monetary Affairs and Development (G-24) was established in 1971. Its main objective is to concert the position of developing countries on monetary and development finance issues. It consists of the countries from each of the three regions – Africa, Latin America and the Caribbean, and Asia:
Member countries are as follows:
Region I (Africa): Algeria, Côte d'Ivoire, Egypt, Ethiopia, Gabon, Ghana, Nigeria, South Africa and the Democratic Republic of Congo.
Region II (Latin America and the Caribbean): Argentina, Brazil, Colombia, Guatemala, Mexico, Peru, Trinidad and Tobago and Venezuela.
Region III (Asia and developing countries of Europe): India, Iran, Lebanon, Pakistan, Philippines, Sri Lanka and Syrian Arab Republic.

4) Meeting of BRIC Finance Ministers convened by India at Istanbul

Pranab Mukherjee, Finance Minister, had convened a meeting of the Finance Ministers of BRIC countries (Brazil. Russia, India, and China) at Istanbul on Saturday. The meeting was attended by Mantega, Finance Minister of Brazil, Kudrin, Finance Minister of Russia, and Yong Li, Vice Minister of Finance, China.

The BRIC FMs discussed the issues facing World Bank and IMF and arrived at common positions on several issues. On the IMF side, the Ministers discussed the process of achieving a significant shift in Quota Shares in favour of dynamic emerging markets and developing countries (EMDCs). They agreed to aim for a 7 per cent shift. They also discussed the New Arrangement to Borrow (NAB). On the World Bank side, they discussed how to enhance the voice and participation of developing countries in the World Bank and agreed to aim for a shift of 6 per cent for parity. They also discussed the adequacy of Capital Resources of the Bank and supported and an increase in the Capital for both the World Bank and the IFC.

Mukherjee was assisted by Finance Secretary, Ashok Chawla; Chief Economic Adviser, Arvind Virmani; Executive Director with IMF, Adarsh Kishore; Executive Director with World Bank Pulok Chatterjee; Joint Secretary in DEA, Anup K Pujari and Director in DEA Dipak Kumar Singh among others.

5) Armed Forces mount war effort in rescue and relief operations in Andhra Pradesh and Karnataka

The Army, Air Force and the Navy are working in tandem to rescue the marooned people and provide the much needed food in the affected areas. They have intensified the search, rescue and relief operations in the flood ravaged states of Karnataka and Andhra Pradesh.
The Navy has deployed 12 diving teams with Gemini boats. Out of these 2 are at Vijaywada, 3 at Mehboob Nagar, 2 at Kannur, 3 at Gadag and 2 at Karwar. The Eastern Naval Command has been alerted to remain on standby for any eventuality in Vijaywada.

The Army has deployed 10 columns of its men in Karnataka and Andhra Pradesh. One column has been kept on standby in Goa. Out of the ten, 2 are in Kurnool, 3 in Mehboob Nagar, 2 in Vijaywada, 2 in Bhagalkot and one in Bijapura. They are with boats, medical team and engineer task force.

The IAF has deployed 13 helicopters- 5 MI-8 and 8 Chetaks in Andhra Pradesh and Karnataka.

6) Influenza Update

Till date, samples from 45065 persons have been tested for Influenza A H1N1 in Government Laboratories and a few private Laboratories across India and 10730 (23.8%) of them have been found positive. On 2nd October 2009, 45545 passengers have been screened at 22 Airports with 83 counters manned by 225 doctors and 172 paramedics. Total passengers screened till date is 6603966.

7) In phase 3- Science Express train will travel to 55 locations & cover 18000 kilometres in seven months

After its flag off from New Delhi on 30 October 2007 by Prime Minister of India and Chancellor of Germany, the Science Express train had been showcased in 108 cities across India in the first two phases. The Exhibition, Which created four National records, received overwhelming response at all halts. Over 35 lakh people, mostly students, have enjoyed learning about cutting-edge research in science, explained through interesting audio visual exhibits and interactive tools.

Indian railways have been providing active support since the beginning in making this ‘Science Express’ a reality & a huge success. The sparkling white fully air conditioned train with 16 coaches was custom made and specially fabricated at Rail Coach Factory Kapurthala.

The Phase-III of the 'Science Express' which was inaugurated by Chairman, Railway Board Shri S. S. Khurana on 2 October 2009 at Gandhinagar will travel to 55 locations, mostly not covered earlier, covering about 18,000 kms in seven months of its journey. It is covering the entire length and breadth of the country. At each of the locations, it would halt for 3-5 days, during which students and general public would visit the exhibition. The 55 locations will include Ahmedabad, Aurangabad, Madgaon, Hubli, Bangalore Cantt. Mysore, Calicut, Thirvanthapuram, Salem Town, Balasur, Dimapur, Darbhanga, Chhapra, Amethi, Jammu Tawi, Kapurthala, Delhi Cantt, Agra Cantt, Jhansi and Ujain

In the third phase, Indian Railways will be providing online maintenance and upkeep support during the entire itinerary for a smooth and trouble free run. The exhibition in various cities will be held in the station premises with an active support of local railway administration providing exhibition space, basic amenities and security etc.

8) Ambika Soni congratulates Manna Dey

The Minister of Information and Broadcasting, Ambika Soni has congratulated Manna Dey on his being selected for the prestigious Dada Saheb Phalke Award for the year 2007. In a congratulatory letter sent to Dey, Soni noted that the award “was richly deserved and your outstanding contributions to music for over fifty years are an integral part of India’s musical heritage”. “I am also happy that the announcement has been widely acclaimed across the country” she added.
